The dog is breathing in a rapid manner, the respiration is shallow and often characterized by open-mouthed breathing and protruding tongue. Some amount of panting is normal in dogs but a heavy panting may indicate an environmental change such as anxiety, fear, excitement or even conditions such as respiratory or cardiac disorders and need to be diagnosed properly.
