The dog is not wagging its tail. This is more common in some species than others. It also happens when the dog is in an aggressive state. If this is not due to aggression, it could be a result of anal glands not being emptied, pain, trauma, paralysis or just “cold tail” where the dog would stop wagging the tail for a few days due to tiredness.
